Given the increasingly complex world, one discipline cannot address most policy challenges. This course (and the companion course, Project Seminars), aimed at Ph.D. candidates, adopts an interdisciplinary perspective while pursuing high academic standards for specialty training. We demonstrate how specialized disciplines identify research questions, shape hypotheses, and deploy appropriate research methods to answer them.

In this seminar, students are expected to examine research in various fields such as resources, environment and energy, health and medicine, space and ocean, security, global economy, food and life, AI and digitalization, and learning and communication in relation to various social issues, and attempt to design solutions (technical and institutional solutions) to social issues in concrete ways. In doing so, students will consciously consider what other fields of knowledge are necessary in addition to the knowledge in their own field of expertise, and students will attempt to compare various solution options. Students will also examine the challenges of implementing such solutions in society.

Science, technology, and innovation (STI) shape the foundation of the contemporary society and thus make a major arena of public policy. The complex nature of the STI system poses various challenges, and effective policymaking approaches have been explored and developed. Evidence-based policy making (EBPM) is one such approach that is expected to address the challenges and has been implemented in STI policy design, although it has its own challenges and limitations. In this course, students are expected to learn the context of STI and the basis of EBPM as well as to learn how EBPM can be applied to STI policy design.

　本授業は「新・日本学」の科目として、ニコル・ルーマニエール先生（Prof Nicole Coolidge Rousmaniere）が担当し、日本語で行われます。テーマは「Art of Manga: an international approach」で、 7月16日（水）の3限・4限、17日（木）の2限・3限・4限、18日（金）の3限・4限をつかった集中授業の形式をとります。 　英セインズベリー日本藝術研究所の研究担当所長にして、イーストアングリア大学の教授でもいらっしゃるルーマニエール先生は、2019年に大英博物館で開催され大好評を博したマンガ展「The Citi exhibition Manga」にて主任キュレーターを務め、現在は2025年秋から2026年1月にサンフランシスコ美術館で開催予定の「Art of Manga（仮）」展を準備されています。ルーマニエール先生は2006年度から3年間、東京大学人文社会科研究科文化資源学研究室の客員教授もつとめていらっしゃいました。 　本授業では、日本のマンガ／漫画を海外の主要ミュージアムで展示することについてのルーマニエール先生の考えと経験について学びます。授業の一環として、本郷キャンパスの目と鼻の先にある弥生美術館を訪問し、学芸員の外舘惠子さんより漫画資料の調査・収集・展示についてのお話を聞きます。また、漫画家のヤマザキマリさんを招き、ルーマニエール先生との対談を聞く機会も設けます。 ルーマニエール先生が示す本授業の概要は、以下のとおりです。 Manga as a Japanese visual narrative art form has grown over the last 100 years to become a global phenomenon. Initially referring to comics and graphic novels, manga has expanded beyond its original hand drawn forms to include a variety of expressions including digital forms, art, fashion, and new media, and as a result has an immense international reach. It is read by people of all ages in Japan and is increasingly popular globally. It is also big business: the turnover of the domestic Japanese manga industry alone in 2023 was approximately 694 billion yen. Exhibitions of manga in Japan have taken place for the last 20 years normally focused on a simple publisher or artist. In 2019, The British Museum undertook the first large scale exhibition of genga drawings from 50 artists in historical context. From September 2025, the San Francisco Art Museums will undertake an ambitious exhibition of 10 artists’ work focusing on the art of manga. This course will examine the meaning and challenges of these different displays in international context along with the impact these displays are having on the Japanese domestic manga industry. Currently a national archive for manga and related industries is being actively discussed in the government while local archives are already being formed in Tokyo, Kita-Kyushu, Akita and Hokkaido. These topics will be addressed along with a visit from the well-known manga artist Yamazaki Mari and a study visit to the Yayoi Museum which has just begun to seriously collect manga.

民俗芸能をはじめ各地で伝承されてきた文化を、単なる保存・保護の対象ではなく、私たちの社会にとっての現在や未来に必要なものと位置付けて、その魅力や可能性、活用方法などを担当講師の活動事例を通じて検討し、社会における実装や実践の基礎を開発準備する。 さらに、300年前から岩手県で伝承されてきた「鹿踊（ししおどり）」のデモンストレーション上演、普段触れることが難しい用具や衣装の見学、演者との交流、踊り（身体表現）や太鼓（音楽）の体験をおこない、芸能や伝承が「誰のために／なんのために創作されたのか」、これからの地域の伝承（持続可能性）や表現（文化）が、現代・未来の人間にとって必要なものになりうるのかを考察する。

この授業は、「芸術」について実践を通して学ぶ授業です。 ところで「芸術」とは何でしょうか。しばしば「芸術」は「我々が（あるいは芸術家が）、その思いや伝えたい事柄を、絵画・彫刻・音楽などを通して「表現」することなのだ」と、大変素朴に言われることがありますが、この授業ではそのようには考えません。むしろ私たちがそのような「表現したいこと」に辿り着く以前の段階、すなわち何かを感覚したり思考したりすること、その基盤（インフラストラクチャー）を作り出す行為として「芸術」を考えてみたいと思います。 「感覚や思考のインフラを作り出す行為としての芸術」について実践を通して接近するために、この授業では、私たちが身の回りのモノやコトに接することで生じる「何かを感じたり考えたりする」という経験の身も蓋もない即物的な「現実」を出発点に、そのような「現実」を作り出しているモノやコト、あるいは私たちの身体感覚に対して、リバースエンジニアリング的に観察・解体し、さらにリバース・リバースエンジニアリング的に再構成することで、各自が新たに「芸術」を作り出す経験（芸術家になる経験）を得ることを目指します。
