放射線リスクマネジメント学

放射線リスクマネジメント学を実学として扱う。ハザートとリスクの存在を認知することからはじめ、リスクマネジメントの戦略を立てるための基礎情報となる、ハザードとリスクの数値化、すなわち、放射線の計測や線量評価に関する手法を段階的に学ぶ。現場では、計測や評価で得られた数値情報等を基にして、環境安全に関する対応策の具体的な企画立案をする。そのときに必要となる安全確保に対する考え方の枠組み(放射線防護体系)の歴史的背景と構築プロセスを整理する。また、環境システムに直結する最近の国内外の話題や課題も解説する。受講には一部高校物理の知識を要する部分があるが、文系のメンバーも安心して聴講できるよう解説に配慮をする。環境安全マネジメント、特に放射線リスクとその対応に興味をもつ、すべての聴講生を歓迎する。 ★本講座では、日本語での資料を用いて解説し、日本語でディスカッションをするので、履修者には、翻訳機を用いずに、口頭での日本語が理解できるコミュニケーション能力を求める。 The course will be presented in Japanese and discussed in Japanese. Students must have the communication skills to understand oral Japanese without the use of a translator. The course treats radiation risk management studies as a practical science. Starting with the recognition of the existence of hazards and risks, the students learn step-by-step methods for quantifying hazards and risks, i.e. radiation measurements and dose assessments, which provide the basic information for developing risk management strategies. On site, the numerical information obtained from measurements and assessments is used to develop specific plans for environmental safety measures. The historical background and construction process of the framework for safety assurance (radiation protection system) required at that time will be shown. The latest domestic and international topics and issues directly related to environmental systems will also be explained. Although some parts of the lectures in the course require knowledge of high school physics, consideration will be given to the explanations so that members of the humanities can also comfortably attend the lecture. All audiences interested in environmental safety management, especially radiation risk and response, are welcome.

広く産学官にわたってグローバルに活躍するために必要な「俯瞰力」を養成することを目指す。物質科学の各分野について最先端の知識を修得し、自分の専門分野と周辺分野がどのように関連するか、あるいはし得るか、について深く考察するために、第一線で活躍する講師の方々にその分野の最前線を概観していただく。さらに、それらの講義を通して異分野間のコミュニケーションを円滑に進めるための具体的方法論を学ぶ。 This survey course is designed to enable students to develop the broad perspective that is required of global leaders working in and across industry, academia, and government. Students will gain knowledge and insight on advancements in each field of materials science research, given by leading researchers working on the frontline in those fields. This will allow students to consider how peripheral fields are related to their own area of expertise, and to consider the potential for forging bridges between related fields in the future. In addition, students will learn specific methodologies designed to facilitate smooth communication among different disciplines.

This course explores the role of law and governance in mediating the human-environment interface. It focuses on the legal and consequent governance challenges presented by the emergence of the Anthropocene as a possible new geological epoch. While the epoch has yet to be formally confirmed, the trope and discourse of the Anthropocene already confront law and governance scholars with a unique challenge concerning the need to question, and ultimately re-imagine, international environmental law and governance interventions in the light of a new socio-ecological situation. Through interactive lectures, classroom discussions based upon pre-assigned readings, and the elaboration of a joint mini-project, students not only assess the (mostly unsuccessful and ineffective) regulatory interventions used thus far to mediate the human-environment interface; they also examine the possibility to develop counter-narratives and alternative institutional practices, by drawing on most recent critical legal approaches as well as sociocultural traditions that have been marginalised within international environmental law.

The development and diffusion of science innovative technologies is indispensable for modern society. However, despite its benefits, the development of science and technology is not without various risks and social problems. So far as we are going to make societal decisions for the use of science and technologies with diverse social implications that encompass both risks and benefits, sometimes involving values implications, there is a need for mechanisms of decision making and management of the development and utilization of science and technology. Decisions can be different depending on environmental, institutional and cultural conditions. In addition, innovative policy instruments/ mechanisms to deal with rapidly changing science and technology, including regulatory measures, are required for implementing decisions. This course will deal with wide range of issues from local to global levels faced at the interface areas between science, technology and public policy from comparative perspective of Japan, the US and Europe. It offers key theoretical issues surrounding Science and Technology and provides students with the tools and frameworks, such as risk assessment/ management and transition management, to analyze them. This course invites students from both natural science backgrounds (i.e. the graduate school of engineering, new frontier science and so on) and social science backgrounds (graduate school of public policy, law and politics, and economics and public policy). We expect students to acquire interdisciplinary perspective in addition to their primary major, which is one of the critical skill in analyzing complex social technical issues posed by science and technology.
