The objectives of the course are: 1) to give students a historical understanding of the context of the rise and fall of major development theories on which donors have based their aid policies; 2) to deal with the ways in which current international development cooperation takes place in the areas at issue - with the primary focus being placed on ‘governance’ amongst them; 3) to provide a critical assessment of the ways in which the concept of ‘governance’ and the role of state are framed through international development discourse in general and development aid in particular. By the end of the course, students will be able to understand firstly why a certain theory was emerged at a certain point of history and why it was adopted by donors, and how it was turned into their aid policies. Secondly, students will deepen their understandings of the impact of implemented aid policies on recipient states’ governments and societies at large - i.e. the governance of recipient states. Thirdly, students will be able to follow up emergent ‘unorthodoxies' that challenge the dominant discourse on governance and development in the international aid industry.

This course aims to provide students with first-hand information and knowledge on global financial regulation and help them develop a broad understanding of financial regulation, paying particular attention to the global nature of financial regulation. The course also covers global financial market development. The course covers key topics of global coordination of financial regulation. Issues covered are: history of global financial coordination, the 2008/2009 financial crisis, and the financial regulatory reform after the 2008/2009 crisis. The course in particular discusses key financial regulatory standards in the areas of global systemically important financial institutions (G-SIFIs), recovery and resolution, capital requirements, liquidity requirements, corporate governance, market based finance, over-the-counter derivatives, artificial intelligence (AI), financial technology (Fintech), cyber risk and digital currencies. Students taking this course for credits must take part in all lectures, participate actively in classroom discussions, present a draft term paper on topics related to the course, and submit the final version of the term paper.

This seminar-format course is designed to acquire skill to create and lead an international organisation. The course is based on discussion, role plays and presentations. Students taking this course for credits must attend all lectures, participate actively in classroom discussion, present a draft term paper on topics related to the course, and submit the final version of the term paper.

本本授業は、政府がその政策目標を実現するために国際公共政策形成に如何に関わるか、とりわけ、国際ルール・取組に如何に関わり、具体的には、ルール形成や遵守確保に如何に関わるかを研究することを狙いとする。経済・社会のグローバル化・世界的統合が進み、通商・投資協定、エネルギー政策、環境条約、ビジネスと人権、租税・金融などの協力・ハーモニゼーションの枠組、国際規格その他の国際ルールが、国内法・政策の形成に大きく影響する今日、かかる国際ルール・取組に受動的に対応するのでなく、国際公共政策の構想を立て、積極的に国際ルール形成のイニシアティブを執り、使いこなす重要性が、政府、法律事務所、企業等において認識されてきている。さらに、近年は逆の方向(Brexit・保護主義等)の動きもあり、ルール形成の在り方は一層複雑化している。しかし、必要な専門能力・経験を備えた人材は不足している。この現状に鑑み、国際経済ルールを如何に策定し利用するか、そのために必要な能力・知見は何か等について、政府等の最前線でルールの立案・交渉・実施にあたっている実務家の経験と知見を学び、実務につなげる。経済活動に対する国際ルールの規律の現状とその底流となる政策論の方向性、国際ルールの形成と実施のための手続の実際、かかる手続における政府、企業、NGO等のステークホルダーの関与等について、個別の事例の検討を通じて考察を深め、さらに今日的な課題にいかに取り組むかについて実践的な議論を行い、実務において直面する問題に対する解決能力を高めることをねらいとする。
