Japan and the World
This course examines Japan's foreign policy and its relationship with the world since 1945. The class will be held as a seminar, and active participation is expected. There are three underlying perspectives/themes throughout the class, which we will refer to during each session.
-Realist/Strategic perspective: The US-Japan alliance is supported by the public as the best way to keep Japan safe and secure, the “Plan A” for Japan. What does Japan need to do to keep “Plan A” viable? Or, should Japan need to consider a “Plan B” or some revisions to the “Plan A”?
-Norms/Values perspective: I will discuss the four “values” inherent in Japanese foreign policy: pacifism, universal values, developmentalism, and Asianism. How do they change and intersect across time? To what extent do values matter? Are they shared by the public and reflected in policy?
-Domestic Politics/Civil-Military Relations perspective: How do Japan’s foreign policy decision-making process and institutions differ from other countries? What are its historical origins, and how has it evolved?

授業計画
-Weeks 1 and 3: After an introductory session, we will start with an overview of Japan’s current diplomatic priorities and strategies. We will then introduce the three underlying perspectives that will guide us through the course. -From Week 4 to Week 6: We will discuss the history and evolution of the US-Japan alliance and the history of Japan’s relationship with its neighbors. We will also look at how foreign policy is made, and what the public views are about Japan’s relationship with the rest of the world. -From Week 7 to Week 12, we will examine Japan’s relationship with countries and regions around the world: China, Taiwan, Korea, ASEAN, the QUAD countries, Europe, and the "Global South." -In Week 13, we will discuss Japan’s strategic choices going forward and wrap up the class with a class discussion.
授業の方法
The class will be held in a seminar format. Students are required to attend all classes, participate in class discussions, and demonstrate through participation that they have completed the assigned readings before the class is held. Laptops are allowed in class for note-taking purposes only.
成績評価方法
Please check the grading scale that applies to this course. If the Course Code ends without "-P/F", this is a course with a letter grade (A+, A, B, C, F). If the Course Code ends with "-P/F", this is a Pass/Fail Course. 1.Reading Responses (40%): You are expected to send your "reading responses" to the instructor before class. At a minimum, you are required to send in your notes at least TWICE between Week 2 and 6, and TWICE between Week 7 and Week 13 (total 4 responses minimum). Details about the "reading responses" will be explained in class. 2.Discussion Leader (30%): You will serve as Discussion Leader TWICE during the semester, once between Week 3 and 6 and once between Week 7 and Week 12. 3.Class participation (30%): Full attendance is expected, and you will not receive credit for the class if you miss more than four classes. Attendance alone is not participation: you are expected to speak up and actively participate in discussions during class.
