科学技術政策研究:政治学系(Governance of Space Activities)

This course aims to raise awareness on the critical role of space technology in our daily lives and the important implications it has on domestic policymaking and international relations.

The first part of the course, titled “Space and Society”, provides an overview of major space technologies and their applications. It then demonstrates how space assets have become a critical infrastructure on which advanced societies are over-reliant, and the hazards and threats that they are facing.

The second part of course delves into political science and international relations. It addresses the various approaches to space policymaking, the structure of international relations in outer space and the major challenges ahead for the space sector.

Week 1: Introduction to space activities Part 1: Space Applications and Society Week 2: Theme 1, Space for environmental monitoring Week 3: Theme 2, Space for synchronized systems Week 4: Theme 3, Space for defence Week 5: Space as critical infrastructure Week 6: International cooperation for space applications Week 7: Student group presentations on critical space applications Part 2: Governance of Space Activities Week 8: Approaches to domestic space policymaking: “space policy logics” Week 9: Case studies on national space laws and policies Week 10: International relations in space: modalities of cooperation and competition Week 11: Outer space as contested environment: ensuring space security Week 12: Outer space as congested environment: promoting space safety and sustainability Week 13: Outer space as competitive environment: fostering space business
授業の方法
Each lecture would be organised as follows: (1) Brief recap of previous lecture, (2) lecture, (3) group discussion on a case study, (4) final remarks
成績評価方法
Class Participation and Contributions to discussion (30%) Student-designed Group Presentations (30%) 3000-word final essay based on readings (40%)

履修上の注意
Knowledge of space affairs is NOT required. This course can be taken in parallel with the Space Development and Public Policy course.
