Public Policy and the Global Landscape

Contemporary challenges for public policy practitioners are becoming necessarily international in cause and/or effect. This, in turn, requires the development of a multilateral and multidisciplinary toolkit for discerning the relevant dimensions, concerns, outcomes and methods needed to collaborate in solving said challenges and progressing global goals. Under the direct guidance of the University of Tokyo faculty and the high ranking official of the Organisation for Economic Co-operation and Development (OECD), this course will provide students with the rare opportunity to grapple directly with select topics to develop the critical skills needed in tomorrow’s leading policymakers–by learning from leaders at the forefront of their field today.
The course will involve a series of discussions among students following specified formats intended to maximize participants’ ability to learn and apply the following:
-Skills for pragmatic, practical, intersectional approaches and multilateral solutions to global issues and challenges, especially in devising and evaluating policy proposals and alternatives.
-Ability to assess, discuss, and debate global issues by leveraging multidisciplinary perspectives across public policy, economics, politics, ethics, security, international governance, and law.
In addition to discussions, students will also develop skills in policy analysis, discussion, consensus building, effective presentation, and policy brief writing.

-Decarbonization, energy security and geopolitics, and the role of nuclear
-The role of leading institutions and fair competition in global education in the era of digitalization
-Challenges in progressing gender equality against the context of varying social vulnerabilities and inequalities across the globe
-International leadership and the future role of international organizations

To ensure depth of understanding and participation at each meeting, the course is conducted basically every two weeks. 4 April Class 1 Introduction 18 April Class 2-3 Decarbonization and Nuclear 9 May Class 4 Gender (Part 1) 16 May Class 5 Gender (Part 2) 16 May Class 6 Mid-term Debate 30 May Class 7-8 Education for the Future 13 June Class 9-10 International Leadership 27 June Class 11-12 Final Exam 4 July Class 13 Review
授業の方法
The course is highly interactive in nature, with the intent of facilitating collaborative learning among students and faculty through a combination of lectures, discussions, live analyses, debates and student presentations. In order to provide participants with the opportunity to practice a broad range of skills as it pertains to global issues and challenges, each theme will be paired with suitable engagement methods, leveraging the skills and experiences of faculty members and their extensive career record across international organizations, state offices, and research institutions. These methods may include: ●Discussion in various formats: roundtables, groups, and class-wide ●Focused discussions with facilitation ●Role-playing (e.g. state representatives attending international meetings, then briefing national actors) ●Debates ●Negotiations and consensus building ●Workshops (tasking out, briefing, and assembling) for creating policy briefs
成績評価方法
Students will be assessed according to the following: -40% : Class participation, particularly active participation in presenting and the discussion of policy ideas and alternatives -10% : Group mid-term student policy discussion (workshop / group debate) -50% : Individual final project consisting of an Individual presentation and policy brief, clearly outlining the policy problems and proposing cohesive recommendation(s)
