Introduction to Prudential Regulation of Banks

The course aims to familiarize the participants with foundations of prudential policy and key concepts in the regulatory reforms implemented in the wake of the Global Financial Crisis. Relevant experience of the lecturer will be shared. (The lecturer engaged in the formulation and implementation of the Japanese financial sector policy as a former head of the JFSA and in international standard setting as a former secretary general of the Basel Committee on Banking Supervision and a former chair of the Standing Committee on Supervisory and Regulatory Cooperation of the Financial Stability Board.)

The course aims to cover the following 11 chapters of the textbook. Day 1. Introduction to the course. Day 2. Chapter 1. Introduction. Day 3. Chapter 2. The Financial System. Day 4. Chapter 3. The Goals and Strategies of Financial Regulation. Day 5. Chapter 4. The Limits of Financial Regulation Day 6. Chapter 13. Theory of Banking. Day 7. Chapter 14. Capital Regulation. Day 8. Chapter 15. Liquidity Regulation. Day 9. Chapter 16. Bank Resolution. Day 10. Chapter 17. Bank Governance. Day 11. Chapter 19. The Macroprudential Approach. Day 12. Chapter 28. International Regulatory Coordination Day 13. Written exam
授業の方法
Students are expected to read the chapter of the textbook assigned for the day and think about the three or four common assigned questions in advance. At the beginning of the class, one or two pre-designated students briefly present on the key elements of the assigned chapters and then students discuss the questions and other issues of interest.
成績評価方法
Kick-off presentation at class (30 percent) Class participation (30 percent) Written exam (30 percent) Brief report on the conference on Day 7 (10 percent)
