Introduction to Public Management

This graduate class is designed to introduce basic concepts and various approaches to the study of public administration and management. Through the study of basic concepts in public administration, management, and policy, and by understanding various aspects of actual public management practices, students are expected to acquire an analytical framework for public administration cases and their theoretical implications.

The work of government and its performance are an integral part of our daily lives. Public safety, health and wellness, a vital economy, education, and other public values are ensured by the activities of government and its policies. Our contemporary life is largely shaped by these activities. The study of public administration and management is concerned with what governments do, why they do it, and what difference it makes.

Using standard textbooks and relevant articles, students will first learn general theories and analytical frameworks of government activities, such as bureaucracy, public management, intergovernmental relations, personnel management, and others. The class will then cover topics including the strategic management, public sector marketing, local government, public trust, and public sector reforms.

Additionally, students will learn about the development and characteristics of Japanese public administration and policy as a reference point for comparative study. By combining theoretical knowledge with the Japanese context, students are expected to identify both the unique and common characteristics of government in their home countries and develop analytical solutions for improving government performance.

The course will be conducted in person, combining lectures and discussions.
成績評価方法
Reading Summary and Case Study Group Presentation 25% Active Class Participation 25% Final Paper 50% Students are expected to read the assigned materials prior to each class, and active participation in class discussions is strongly encouraged. From Week 2, groups of students will be assigned to give a presentation (about 15 minutes) to summarize the topic and reading materials for the assigned week. Number of presentations per student and/or number of presentations per week would depend on the size of class. Presenters are required to present the underlying key questions in each topic and to be ready for the following discussion with instructors and among students. In addition to summary presentation, same students group is assigned to present the case studies with the application of concepts and/or theoretical framework of that week (from week 2) for 15 to 20 minutes. Presenters can pick up the concept and/or theoretical framework which is most relevant to his/her research interests and study area. In the final paper, students are required to write a research design proposal by applying one or two concepts/theoretical frameworks learned in this course. Alternatively, a student can write a critical literature review essay by examining theoretical approaches learned in the course. It should be submitted in Word format, between 15 and 20 pages, double-spaced, in 12-point Times New Roman, using APA citation style. The final paper submission deadline is July 21, 2026. Final Paper Evaluation Rubric 1.Objectives: Clearly states the study’s objectives of study and provides a scholarly and logical discussion of the topic. 2.Literature Review: Clearly identifies the theoretical materials and relates them to the objectives of the study. 3.Method: Explains the method clearly. 4.Organization: Presents a logical and coherent topical sequence; statements are clear and unambiguous. 5.Understanding of Subject: Demonstrates originality of ideas and provides a clear and provides a clear and comprehensive description of research objectives.
