サステイナビリティのマネジメント・政策学

The aim of the course is to provide students with the ability to critically examine various tools of governance, founded on a good understanding of the economic-theoretical underpinnings of these policy instruments and based on insights from environmental and ecological economics, management and public policy. The student will have an opportunity to learn the basic frameworks for analysing policies (e.g., for carbon emissions reduction, biodiversity conservation, limiting urban air pollution) and deepen their understanding of management and policy concerns relating to sustainability and sustainable development through interactive lectures.
In this course, students will study environmental policy instruments and discuss their strengths and shortcomings, with the goal of developing the ability to apply and assess them to address practical sustainability problems.

On completion of the course students should be able to:
• Assess how sustainability challenges can be addressed through a range of public policy instruments (taxes, subsidies, pollution permit markets, voluntary measures, etc.).
• Understand and discuss the economic principles behind these policies.
• Engage with debates about the practical strengths and weaknesses of major types of environmental policies.
• Analyse the appropriateness of specific policy instruments for a given case study and pre-empt main implementation issues.
• Recognise and apply a range of theoretical frameworks to conceptualise the relation between the larger economy, society and the environment

Environmental and sustainability policy instruments are the different strategies that governments and the public sector can employ in order to achieve socially desirable sustainability goals. These instruments include taxes and subsidies (such as pollution taxes in urban centres or subsidies for renewable energy), tradable pollution permits (like carbon markets), and market-based instruments (e.g., payments for ecosystem services).

Students will learn the economic-theoretical foundations for each of these policy instruments. These foundations include the assumptions or conditions under which they perform adequately, as well as their limitations. With a robust understanding of these instruments, students will be able to analyse and assess which instruments may be more suitable for specific policy circumstances and be able to make recommendations for a given practical case.

The course covers more innovative policy approaches such as voluntary environmental measures, and introduces sustainability management strategies in the private sector (business). It concludes with a view of key macro-scale concepts and models for sustainability policy at the interface between the economy, society and the environment.

授業計画
The course content is structured around six themes, each corresponding to one week, plus a final practical and Q&A session: • Week 1 (11 April 2023): Introduction. Course structure. Disciplines studying management and policy studies of sustainability: environmental and ecological economics, public policy; The policy cycle, focus on implementation; Theory of social choice, market failure, public goods and externalities. • Week 2 (18 April 2023; possibly hybrid-in-person): Property rights and Coase bargaining. Assigning property rights over natural resources and environmental quality to negotiate their optimal allocation (e.g., Payments for Ecosystem Services). • Week 3 (25 April 2023): Pigouvian fees and charges. Taxes and subsidies to internalise environmental externalities (e.g., air pollution taxes). • Week 4 (2 May 2023): Tradable pollution permits. Price-flexible approach to regulating quotas for resource use or for emissions (e.g., carbon markets). • Week 5 (9 May 2023): Voluntary measures. Environmental sustainability actions by the private sector beyond legal and economic considerations: certification, Corporate Social Responsibility (CSR) and Environmental Social and Governance (ESG) agendas. • Week 6 (16 May 2023): The bigger picture about the economy and the environment. Models of the economy, society and the environment; strong and weak sustainability; national accounting. • Week 7 (23 May 2023): Review, group case studies and Q&A.

The course will be taught using a blended approach, including: • Online resources • Synchronous lectures • Class/ group discussions • Asynchronous individual activities and guided reading for the student to work at their own pace
成績評価方法
The course will be evaluated through a combination of exercises that help students build up their knowledge gradually: • 10%: attendance • 10%: A “Research Highlight”: a two-paragraph guided summary of a peer-reviewed paper to be completed by Week 6 and shared in a common pool repository of research summaries. • 10%: A multiple-choice questionnaire to be completed after the final lecture. • 70%: A 3,500-word academic essay.

Further readings for each theme will be recommended from different sources, after each lecture and to complement the content introduced in the lecture.
履修上の注意
There are no prerequisites for taking the course. No prior knowledge is necessary, although familiarity with environmental policy and/or economic policy will be an advantage.
