Science, Technology and Global Environmental Governance
Science is becoming of increasing interest to policy makers as global challenges demand scientific knowledge and scientists themselves have been drawn into many multilateral negotiations. Drawing on science and technology studies (STS), international relations (IR), and earth system governance as complementary fields of inquiry, this course engages students with theoretical and practical aspects of the rapid development of science-policy interfaces. Three ranges of topics are explored from the critical perspective : science-policy interfaces and transnational governance (weeks 2 to 5) ; science diplomacy and environmental peace building (weeks 6 to 8) ; ‘boundary organizations’ and their contribution to earth system governance (weeks 9 to 12) ; the last session (week 13) is devoted to the simulation of a consultation process addressing some of the pressing challenges captured by the 2030 U.N. Development Agenda (SDGs). Through short interactive lectures and a number of case studies, students acquire a robust grasp of the multifaceted interplay existing between science, technology, global environmental governance and foreign policy.

WEEK 1 – Introductory lecture and guidance (basic notions, terminology, course plan, learning methods, readings and other sources’ overview) WEEKS 2 to 5 – Science-policy interfaces and transnational governance (Short interactive lectures + group and classroom discussions based on pre-assigned readings + oral presentations based upon case studies) W2 – Do we need a new governance model between science and society? W3 – Illustration : Science diplomacy and ungoverned spaces W4/5 – Illustration : Science diplomacy and shared challenges across borders WEEKS 6 to 8 – Science diplomacy and environmental peace building (Short interactive lectures + group and classroom discussions based on pre-assigned readings + oral presentations based upon case studies) W6 – Can science diplomacy help prevent environmental conflicts? W7 – Illustration : Science diplomacy and Ocean governance W8 – Illustration : Science diplomacy and the Polar Regions WEEKS 9 to 12 – Global environmental science and governance through ‘boundary organizations’ (Short interactive lectures + group and classroom discussions based on pre-assigned readings + oral presentations based upon case studies) W9 – Science-policy interfaces (‘boundary organizations’) and/in the Anthropocene W10/11 – The Intergovernmental Panel on Climate Change (IPCC) : a new map of science and politics? W12 – The Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) : an innovative attempt to translate knowledge into policy across spatial scales? WEEK 13 – Simulation of a consultation and decision-making process addressing selected environmental issues at the interface of science and policy (teamwork)
授業の方法
Due to the situation with Covid-19, this course will be conducted entirely online. There will be live online short interactive lectures followed by group and classroom discussions based upon pre-assigned questions (on Tuesdays at 3:00pm). However, as not all PEAK students may be able to attend these, it will be possible to obtain all information and undertake all activities asynchronously i.e. there will be no penalty to students who cannot attend the online class. ※ In weeks 1&2, we will have trial Zoom meetings in preparation for the actual online classes, to start from week 3. 成績評価方法
Due to the unusual situation as a result of the Covid-19 virus, the assessment for the course is currently under consideration and will be decided and communicated in due course. Timely completion and submission of the weekly assignments will form an important part of the assessment, so be advised to focus your attention on these from the outset.
履修上の注意
No prior study of global (environmental) governance and science-policy interfaces is required, but a strong interest and a serious commitment to learning about global challenges and environmental issues from an interdisciplinary perspective is crucial. This class is conducted in the active learning style, and constructive participation by students is highly encouraged.
