日本における環境問題

Environmental Policy in Japan
Students will learn the overall picture of Japan's environmental administration as well as basic concepts on the global environmental issues, so that they can understand in the global context how Japan formulates, institutionalizes, and implements its environmental policies. The course also touches upon the hot issues on sustainable development. This course intends to provide basic knowledge on the environmental facts and policy, and inspire intellectual discussions among students to understand complex interests behind the scenes.

授業計画
1.Self introduction of the lecturers, Global risk, Obstacles in enforcing environmental policy. 2.Self introduction of the students, History of pollution in postwar Japan. 3.History of air pollution in the 1960s and improvement in the 1970s. 4.Basics of environmental policy 5.Governance -Governments, legislative process, stakeholder, law system 6. 授業の方法
Lecture and discussions (105 minutes) The first session on January 14th will be online. All other sessions will be held in person on Fridays.
成績評価方法
Class participation (40%) and end-of-semester reports (60%) in basic, and positive participation to discussions will be counted as additional points.

Textbooks will be announced when necessary.
参考書
Instructions will be given during class as necessary.
履修上の注意
Active participation in the class is expected.
実務経験と授業科目の関連性
Fujikura worked for the Environment Agency (now the Ministry of the Environment) of the Japanese Government and the Japan Overseas Economic Cooperation Fund (now Japan International Cooperation Agency, JICA). Tanaka worked for Ministry of the Environment and Ministry of Foreign Affairs (Embassy in Washington D.C. and Embassy in Zimbabwe).
