日本における環境問題

Students will learn the overall picture of Japan's environmental administration so that they can understand how Japan formulates, institutionalizes, and implements its environmental policies.

授業計画
1. Introduction of the class, self-introduction of the lecturers (about working for an international organization) History of pollution in postwar Japan (Itai-itai disease, Minamata disease, Yokkaichi asthma) 2. History of air pollution in the 1960s that was resolved by the 1980s) 3. International environmental cooperation: Japan's ODA, environmental considerations, and environmental projects 4. Relationship between the government, the parliament, and related industries (Case study: the formation process of the Basic Environment Law legislation) 5. Administrative work of national government agencies and relationships among ministries (Case study: 2001 ministry reorganization, from the Environment Agency to the Ministry of the Environment) 6. Relationship between the national government (laws) and local governments (ordinances): Local governments as policy implementing agencies 7. Civirization and Environment 1: What are on going? 8. Civirization and Environment 2:Principles and Philosophy 9. New relationship between the Earth and Human-biing 10. Climate change : Scientific facts, inconvenient truth 11. 授業の方法
Lecture and discussions (105 minutes) All classes, including the first (8th, October), will be conducted face-to-face.
成績評価方法
Class participation (50%) and end-of-semester reports (50%) in basic, and positive participation to discussions will be counted as additional points.
教科書
"Annual Report on the Environment in Japan" available for download below. https://www.env.go.jp/***** Other textbooks will be announced if necessary.
参考書
Instructions will be given during class as necessary.

Active participation in the class is expected.
実務経験と授業科目の関連性
Fujikura worked for the Environment Agency (now the Ministry of the Environment) and the Japan Overseas Economic Cooperation Fund (now Japan International Cooperation Agency) in Japan. Tsukamoto has worked for the Ministry of the Environment, the Japanese Delegation to the OECD, the World Bank, United Nation University, and the Asian Institute of Technology. The class will be based on these experiences.
