環境影響評価制度論 Environmental Impact Assessment (EIA) and Mitigation -From "Sustainable Development" to "Nature Positive" Instructor: Dr. Akira Tanaka (*****) Room 514 Komaba #5 Bldg.
Environmental Impact Assessment, EIA is one of the most essential environmental policy tool for achieving "Sustainable Development, SD", "SDGs" and "Nature Positive (No Net Loss)". However EIA system is not known in our societies. The goal of this course is to understand what EIA system is and how EIA can apply to avoid environmental problems resulting from development projects. Because development projects are main couses of environmental problems among human activities.
You will learn fundamentals of EIA including purpose, procedure, methodology with understanding relationship between "Sustainable Development, SD", "SDGs", "Nature Positive (No Net Loss)" and EIA.
This course focuses on, "mitigation" process in EIA procedure. Because if “impacts” steming from development projects can be defined environmental “problems” in EIAs, "mitigation" corresponds to “solution” against those problems. This course also focuses on natural environment/biological issues such as ecosystems, habitats, endangered species, flora & fauna, secondary natural ecosystems such as "Satoyama". Because healthy natural ecosystems are keys of sustainability and fundamentals of human societies. For this reason, you will learn threatening Japan's nature, "Satoyama", a secondary natural ecosystem as well.
As an ecological impact assessment tool, Habitat Evaluation Procedure (HEP) and Habitat Suitability Index Models (HSI models), the most popular quantitative habitat assessment methods are also learned. “Biodiversity offset” and its market-oriented economic instrument “biodiversity banking” are discussed as the forefront of strategic ecological mitigation measures. We may also discuss relationship between newly introduced policies/mechanisms such as "Nature Positive", "TNFD, "30 by 30".

授業計画
7 weeks in total as follows: All classes are in the afternoon of Friday except April 14th (Monday). Face to face class including the first class of April 14th Monday. Time: the third (13:00-14:45) and fourth (14:55-16:40) periods in the afternoon Room 514 Komaba #5 Bldg. ■Week 1: April 14th Orientation of this course. Self-introductions. "The most serious natural environmental problem in my country." Lecture: Nature of global environmental issues and "Sustainable Development". Discussion: What is global environmental issue and its ultimate adverse impact to human beings? What is the relationship between those problems and EIAs? Assignment #1: Research on "EIA procedure in my country." Purpose, procedure. Assignment #2: Select a protected animal species for Habitat Suitability Index, (HSI) model making. Common name, scientific name (Family, Genus, Species) ■Week 2: April 18th Presentation of assignment #1 Lecture: EIA procedure Discussion: What is the most important process in EIA procedure. Group project #1: Making HSI model of a protected animal species. Group project #2: EIA case study. ■Week 3: April 25th First Interim report presentation on group projects #1 and #2. Lecture: HEP and its application into EIA Discussion: HEP reveals residual adverse impacts onto habitat. Then what should we do next? Assignment #3: What are "Nature Positive" and “No Net Loss Policy”? Continuously Group project #1: Making HSI model of a protected animal species. Continuously Group project #2: EIA case study. ■Week 4: May 2nd Presentation of assignment #3 Lecture: Kachituli Oxbow Restoration Project in California. -"Compensatory mitigation" ("biodiversity offset") for the residual adverse impacts onto habitat. "Mitigation hierarchy" and "no net loss" policy. Discussion: Compensatory mitigation (biodiversity offset) and Nature Positive. Continuously Group project #1: Making HSI model of a protected animal species. Continuously Group project #2: EIA case study. ■Week 5: May 9th Second Interim report presentation on group projects #1 and #2. Lecture: Mitigation Banking (Biodiversity Banking) Discussion: Comparison between Japan's case and California's case in terms of quantitatively saving habitats. Assignment #4: Prepare for HEP accounting test Continuously Group project #1: Making HSI model of a protected animal species. Continuously Group project #2: EIA case study. ■Week 6: May 16th Examination: HEP accounting to estimate “no net loss”, etc. Lecture: “Satoyama” ecosystems in Japan Discussion: “No Net Loss”, “Nature Positive” and HEP Continuously Group project #1: Making HSI model of a protected animal species. Continuously Group project #2: EIA case study. ■Week 7: May 30th Final Interim report presentation on group projects #1 and #2. Epilogue of this course

Lectures with PowerPoint slides and short movies, assignments and presentations, group discussion and examination. Please be careful that this course is face to face classes including the first class of April 14th Monday.

An instructor with work experience of a practitioner as a consultant for Environmental Impact Assessment, Mitigation Policies, Ecological Restoration as Compensatory Mitigation (biodiversity offset) measures in both governmental office and private consulting firm for more than 40 years will give lectures using these experiences.
