Environmental Impact Assessment and Mitigation
Environmental Impact Assessment is the most important environmental policy tool for balancing development projects and environmental conservation. "Mitigation" measures proposed through EIA procedures are concrete ways to achieve those balances. Mitigation, if “impacts” can be defined “problems” in EIAs, corresponds to “solution” against those problems. Therefore evaluation measurements and mitigation proposal are the most essential and critical parts in EIAs.

This course focuses on ecological and practical aspects with emphasis on principles, mechanisms (procedures), and case studies of EIAs in students' countries.
As an ecological assessment technology, Habitat Evaluation Procedure (HEP) and Habitat Suitability Index Models (HSI models), the most popular quantitative habitat assessment methods are also learned.
In addition, “Biodiversity offset” and its market-oriented economic instrument “biodiversity banking” are discussed as the forefront of strategic ecological mitigation measures.

Week 2 -Presentation #1: The most serious ecological environmental problems in my country. -Group discussion on the most serious ecological environmental problems in my country. -Group discussion on “obstacles to environmental conservation activities in my country.” -Lecture: Obstacles to environmental conservation, i.e., “Environmental Nexus” -Group work -Explanation in advance: Next week’s field trip to an estate development project in Yokohama -Assignment #2: Process of Environmental Impact Assessment in my country. Week 3 -Field trip: An estate development project in Yokohama -Group work -Assignment #3: How do I manage the balance between the economic development pressures and ecological conservation in my country? Week 4 -Presentation #3: How do I manage the balance between the economic development pressures and ecological conservation in my country? -Group discussion on mechanisms for balancing between the development projects and ecological conservation. -Lecture: A quantitative ecological impact assessment case study in Yokohama -Applying Habitat Evaluation Procedure into an estate development project- -Group work: Making a Habitat Suitability Index Model (1) -Assignment #4: What are HEP, SI models and HSI models? 授業の方法
Lectures with PowerPoint slides, field trip, presentations, group discussion, assignments. Field trips of Japanese “Satoyama” landscape will be conducted if applicable.

An instructor with work experience as a practitioner for Environmental Impact Assessment, Mitigation Policies, Biodiversity Offsetting (Ecological Restoration) as Compensatory Mitigation measures in both governmental office and private consulting firm will give lectures using these experiences.
