特殊講義「教育開発論」
Role of International Organizations for Education Development
The primary objectives of this course are the following three: a) to understand the role of education in economic and social development; b) to understand the analysis of the education sector; and c) to develop an understanding of the economic concepts and approaches for education policy-making and strategic planning. This course covers education issues in the developing countries of Africa, Asia, Latin America, and the Middle East.
Topics of discussion include: a) the impact of human capital accumulation on economic growth; b) the effects of schooling on labor participation and wages; c) rates of return to education investment; d) externalities of education, e.g., impacts on fertilities, mortalities, and population growth; e) the issues related to education access, quality, internal efficiency, and equity; and f) public finance on education linked with government's expenditure; macro-economic policy frameworks. Issues related to class, gender, ethnicity, and location (e.g., rural/urban) are widely discussed during the course.
This course also covers methodologies and applications of cost analysis, cost-effectiveness, and cost-benefit analysis in education. The roles of crucial development organizations (e.g., UNESCO, UNICEF, OECD, World Bank, JICA) are reviewed by examining to what extent they have challenged sustainable development and poverty reduction in developing countries.
