The Formation of the Cultural Property Protection System in Colonial Korea
This lecture examines the formation of the cultural property protection system in colonial Korea and its historical significance. Following the enactment of the National Treasures Preservation Law in Japan in 1929, the need for a new legal framework for the protection of cultural properties also came to be recognized in colonial Korea. In 1933, the Ordinance for the Preservation of Treasures, Historic Sites, Places of Scenic Beauty, and Natural Monuments in Korea was promulgated, drawing on Japan’s Law for the Preservation of Historic Sites, Places of Scenic Beauty, and Natural Monuments and the National Treasures Preservation Law. The ordinance institutionalized the protection of treasures, historic buildings, and other cultural properties in Korea and therefore occupies an important place in the history of cultural property conservation.
During this period, laws and administrative institutions concerning cultural property conservation were established, and systematic projects for the preservation and repair of historic buildings were initiated. Detailed guidelines, principles, and techniques for restoration work were also introduced and developed. In addition, architectural surveys contributed to a better understanding of the structures, techniques, and distinctive characteristics of traditional Korean architecture. The institutions and technical practices established during the colonial period were subsequently carried over into the conservation projects resumed in the 1960s and became part of the foundation of the present-day system for preserving and restoring historic buildings in South Korea.
By tracing the formation and subsequent development of these institutions and techniques, this lecture considers both the historical significance and the limitations of cultural property protection policies during the colonial period. It also aims to provide a multifaceted understanding of the cultural property policies implemented by the Government-General of Korea, with particular attention to their relationship with colonial rule.
