Governance is an important topic for the global space activities. This course will offer the lectures by practitioners and specialists to learn the latest trend of space development and utilization, followed by policy proposal training on the specific law and policy challenges.

Space related treaties which are legal basis of the global space activities are subject to governmental activities and presume that governments supervise non-governmental activities. Under the governmental supervision, conventional space companies have supported governmental space activities to contribute to national interests. However, New Space companies that emerged in 2000s are proceeding space activities with their own visions and business models although under governmental supervision, then activating global space activities. On the other hand, according to the increase of space debris, there are concerns about sustainability of global space activities, and governments are still responsible for sustainable space development and utilization, infrastructures, and industrial bases. In Japan, 2008 Space Basic Law enabled space activities for national security, renewed its governance structure by establishing Strategic Headquarters for Space Policy headed by Prime Minister, and shifted its weight to utilization from research and development. 2016 Space Activities Law set out legal basis for space activities including by private companies. However, there are still various legal and policy challenges including industrial promotion and space debris issue from the viewpoint of sustainable space activities. This course will offer practical lectures by various practitioners and specialists to understand current situation of space development and utilization. Afterwards, students will develop and discuss policy proposals for specific themes as practices. FY 2019, we will deal with the latest topics including space traffic management (STM), roles of national space agencies, and space resource exploration under the theme of Governance of Space Activities.

地球磁気圏で起こる代表的な擾乱である磁気嵐とサブストームについて、太陽―地球結合の観点から最新の科学的知見を交えながら解説する。 Magnetic storms and substorms are known as the largest classes of the disturbances taking place in Earth’s magnetosphere. The cause and consequence of the disturbances are covered in terms of Sun-Earth connection on the basis of recently obtained results.

生命圏の創成に至る宇宙と惑星の環境形成について学ぶ。太陽系の内外の惑星の大気を支配する放射輸送・流体力学・大気化学・プラズマ物理学の基礎を学び、惑星環境が多様な姿に分化する仕組みについて論じる。地球を地球たらしめる条件について宇宙的視点から考える。惑星探査機や望遠鏡による宇宙観測の手法を概観し、最新の観測によってどのように新たな理解がもたらされているのかを知る。/ Learning the formation of planetary environment that leads to the creation of biosphere. Learning the basics of radiative transport, fluid dynamics, atmospheric chemistry, and plasma physics of planetary atmospheres inside and outside the solar system. Discussion on the mechanism by which planetary environments differentiate into various forms. Thinking about the conditions that enable the unique environment of the Earth. Reviewing space observation techniques using planetary probes and telescopes to learn how the latest observations provide new understandings.

地球内部の動的現象(プレート運動,地震・火山活動,地殻変動,マントル対流,コア対流など)の実相と,それにかかわる物理的・化学的な理論・素過程を学ぶ.本講義を通して,地球のダイナミックな営みのメカニズムや時空間スケールを定量的に考察し,個々の地学現象をより正確に理解することを目指す.それにより,惑星「地球」の現在進行中の現象のみならず,歴史と未来を俯瞰することができるようになる. We learn dynamic processes of the Earth's interior (including plate motion, earthquake/volcanism, crustal deformation, mantle convection, core convection) and the physical-chemical theory and elemental processes behind them. Through quantitatively analyzing the mechanisms and processes in time and space, we aim to understand the individual geologic phenomena accurately, based on which on-going processes on the planet Earth, as well as their history and future, will be overviewed.

As the resources in the global commons fall outside the domain of jurisdictions of individual states, the need becomes pressing for collective, coherent decision-making mechanisms on how to govern the global commons. Understood as increasingly relevant for achieving sustainable development, governance of the global commons has been progressively extended to include new resources such as the subsurface, which is being used as an energy resource and storage space. Drawing on complementary fields of knowledge (Critical Environmental Law, Governance studies, STS*), this course examines the emergence of new regulatory frameworks addressing six global commons : high seas, the deep-sea bed, Antarctica, the subsurface, the atmosphere, and outer space. Through short interactive lectures, embedded case studies, scenario analysis, and role-play simulations, we will discuss a variety of regulatory frameworks, decision-making processes, institutional arrangements, and mechanisms, at the interface of science and policy. プラズマ粒子計測の手法とその応用 Methods and Applications of Space Plasma Measurements

人工衛星・観測ロケット搭載用の様々なプラズマ粒子計測装置の原理について解説した後、地球・水星・木星など磁場を持つ惑星の磁気圏や月など磁場を持たない天体の周辺空間の構造・ダイナミクス・太陽風との相互作用について、実際の観測例を元に解説し未解決の現象について議論する。 Interaction between the solar wind and a solar system object varies largely according to the object's properties, such as the existence of a global intrinsic magnetic field and/or thick atmosphere. Recent knowledge on the structure/dynamics of the magnetized planets’ magnetosphere and plasma environment around non-magnetized bodies based on the plasma data obtained by spacecraft and /or sounding rockets as well as the instrumentation for plasma measurements are the main topics of this lecture.

Human Population Dynamics by Professor Joel E. Cohen (Rockefeller University and Columbia University) Professor Joel E. Cohen is a world-level, famous researcher on human population dynamics, and we are lucky enough to invite him to an intensive course "Human Population Dynamics" of PEAK ES course, the University of Tokyo every two years.

This course will survey the past, present, and likely future of Earth's human population from a global perspective. It will examine the prospects for a larger, more slowly growing, older and more urban population in the future. It will consider the causes and consequences of demographic differences between regions. It will review and criticize concepts and estimates of human carrying capacity. Population interacts with economics, the environment and culture, including human values. As examples of these interactions, the course will explore the connections of population with food, water, energy, climate, education, equity, sustainability, governance, and globalization.
