国際公共政策実践研究(International Field Workshop)

This course will offer opportunities to exchange views and discuss issues with senior officials, management staff and experts in government agencies, international organizations, global business entities, NPOs, and research institutions in Asia with a view to helping students identify today’s public policy challenges and design solutions. The overarching theme is tentatively defined as “Strategic foresight in addressing public policy challenges under the new Asia-Pacific order.” Students’ active participation is required throughout the course to lead discussion with our professional counterparts on public policy issues agreed upon at the planning stage. Networking with professionals is expected to help broaden students’ future career opportunities.

授業計画
The field workshop is tentatively scheduled for mid-August with a series of virtual meetings with our counterparts in China, India, Indonesia, Philippines, and Thailand. Our tentative target organizations are as follows. China—Asian Infrastructure Investment Bank (AIIB), Chinese Academy of Social Sciences (CASS) India—Indian Council for Research on International Economic Relations (ICRIER) Indonesia—Institute for Economic and Social Research – Faculty of Economics and Business, University of Indonesia (LPEM FEBUI) Philippines—Asian Development Bank (ADB), Philippine Institute for Development Studies (PIDS) Thailand—Mae Fah Luang Foundation under Royal Patronage, Thailand Development Research Institute (TDRI)
授業の方法
Students are required to take the lead in preparing a proposal in line with the following guidelines and to participate in discussion about public policy issues agreed upon at the planning stage. Proposals should define issues to be discussed and explain the motivation behind. Issues to be discussed should involve global and strategic perspectives. Issues to be discussed should lead to policy implications. Issues to be discussed should be relevant to the responsibilities or fields of activities of our target organizations. The overarching theme is tentatively defined as “Strategic foresight in addressing public policy challenges under the new Asia-Pacific order” with which the proposal should be closely connected. Each student is also required to submit a report which should be well organized and articulated based on discussion during the virtual field workshop. The report should propose an action plan to achieve each student’s own professional goal in line with the expressed thoughts.

The International Field Workshop (IFW) in Asia scheduled for mid-August will be in a virtual format unless otherwise announced due to the COVID-19 pandemic. The overarching theme is tentatively defined as “Strategic foresight in addressing public policy challenges under the new Asia-Pacific order.” The number of students allowed to participate will be limited up to about 10 due to the nature of the course involving a series of intensive discussion with our counterparts. If more than 10 students are willing to take this course, a pre-registration screening will be conducted before registration (S2 course registration period: June 11-17). GraSPP Office will take care of registration for those who are allowed to register—students cannot register via UTAS by themselves. To help students better understand the course objective and procedure, an information session will take place in late May or early June. If the registration period with your school is different from GraSPP’s, please seek permission from your school office for registering in this course outside your school’s registration period.
