Case Study (International Energy Governance)

International Energy Governance
Explore the roles of the selected energy related international organizations/processes to enhance secure, affordable and sustainable energy supply. The examples of these organs/processes are IEA, OPEC, IEF, Energy Charter, G7, G20, EU, APEC, ASEAN, IAEA IRENA, UNFCCC etc. Discuss the selected energy issues from different perspectives. Try to identify necessary conditions for global energy governance in the 21st Century to address energy and climate challenges

授業計画
1. Introduction – what is the current situation of international energy governance? 2. International Energy Agency (IEA) – how could it continue to be relevant in the growing share of Non Members in the international energy market? 3. OPEC and International Energy Forum – what is OPEC’s strategy in plummeting oil prices? What is the role of producer-consumer dialogue? 4. Energy Charter Treaty – how could ECT be more instrumental towards open trade and investment regime in the energy sector? 5. G7 and G20 – major outcomes of G20 Energy and Environment Ministers Meeting under Japanese Presidency in May 2016. Could G20 be a useful format in addressing global energy challenges? 6. European Union – how Europe is pursuing EU-wide energy and climate policies overcoming differences among member states and balancing various objectives, namely, energy security, climate change and international competitiveness? 7. ASEAN, APEC, East Asia Summit – what kind of energy cooperation is going on in the Asia Pacific region, the epicenter of global energy demand? Could ASEAN develop effective common energy policies drawing lessons from EU experience? 8. IAEA – international governance on nuclear safety, development and non-proliferation 9. IRENA – international collaboration in renewable energy 10. UNFCCC – what will be the future global climate governance and the role of UNFCCC process? 授業の方法
Invite external speaker who has experience in working in or with the relevant international energy organizations and listen to his/her views on these organizations (mission, utility, challenges etc). Participants are encouraged to ask questions and make comments during and after the presentations.
成績評価方法
40% by attendance, 30% by engagement in class discussion, 30% by a group or individual power point presentation about the future role of the selected international organizations in the global energy governance.
