Introduction to Public Management

This course aims to introduce selected topics of public management research and reform discourse. It is designed to serve students who aspire to work for a public organization or to become informed citizens who can critically assess the functioning of their government organizations. The lectures cover theories and empirical research findings, as well as real-world examples, and the treatment of topics is comparative and international in scope; this approach helps students to look at their own countries from an outside perspective and to see their distinctiveness. It also helps students to see trade-offs involved in different approaches to public management, which can differ substantially at the international level. Discussions are based on cases and questions prepared by the instructor.

履修上の注意
Some of the readings are based on studies that used quantitative analysis. Therefore, a full understanding of these readings requires some knowledge of quantitative methodology. Nevertheless, the lack of a quantitative background does not preclude students from taking this course.

The enrollment for this course is capped at 25 to maximize the opportunity for all class members to participate in discussions. If the number of registrants exceeds 25, a lottery will be held for admission. ⚫︎Students who wish to take the course should register for it with UTAS during the registration period (October 4 to October 8). ⚫︎The GraSPP office will post on the bulletin board whether or not a lottery is going to be held. ⚫︎In the event of a lottery, the ID ***** who are admitted to the course will be posted on the student bulletin board by the end of the day on October 11. ⚫︎In the lottery, priority will be given to students who need to take the course this year to meet their completion requirements. ⚫︎Please refrain from registering with UTAS if you may end up not attending (i.e. becoming a “ghost student”), in order to preserve as many spots as possible for students who definitely want to take the course.
