Policy Process and Negotiation

Social scientists have an advanced understanding of how public policies are formulated and implemented. This course introduces some of their work. The lecturer believes in the potential of a comparative and global approach, which enables students to look at their own countries from the outside and to see their distinctiveness. Students are also asked to critically evaluate trade-offs involved in policy processes, which can vary considerably, especially at the international level. A comparative approach comes at the expense of in-depth analyses of single national or local cases – a gap students are encouraged to fill when they write reflection essays.

授業の方法
The class format combines lectures and discussions.
成績評価方法
■ Participation (30%). Note that participation makes up a critical part of the final grade. You will be assessed on your contribution to class discussions. You will be expected to read the assigned materials and prepare for discussions before coming to class. ■ Presentation (20%). Students will be asked to work in pairs (or in groups) to compare and contrast the structures of policy processes in assigned countries and to present the findings in Session 4. This assignment aims to test students’ ability to apply the concepts covered in Part I of the course. The instructor will distribute questions in advance which students will be asked to address in their presentations. The allocated length of presentations will depend on the enrolment size. ■ Two Reflection Essays (50%). Students will be asked to write two reflection essays, one for Part II and the other for Part III. Each essay should first synthesize the required readings and then provide your reflections on them, in which you should link materials with your personal experiences, critique theories or empirical approaches, and/or apply theories to develop an in-depth discussion of real-world cases in a particular country or community.
