Environmental Management and Policy II

Environmental economics
This course will introduce the students to the basic principles and theory of environmental and resource economics, including economic interpretations of pollution control targets, economic instruments of pollution control, cost-benefit analysis, environmental valuation, optimality of resource use, and theoretical underpinnings for economic indicators of sustainability. While the main focus of the course is basic theory, it will also discuss actual environmental problems and discussions of environmental policies (e.g., climate change, emission trading, resource curse, Beyond GDP).

授業計画
The following is a tentative schedule: 1. Introduction 2. Ethics, economy and the environment 3. Pollution control: targets 4. Pollution control: instruments 5. International environmental agreements 6. Trade and the environment 7. Cost-benefit analysis 8. Valuing the environment 9. Optimal and efficient use of non-renewable resources 10. Optimal and efficient use of renewable resources 11. Selected issues of resource management (common property resources, etc.) 12. Accounting for the environment 13. Economics of climate change
授業の方法
Lectures will be the main teaching method, but a part of class hours will be allocated to class discussions. Also, homework (of technical problems involving mathematical models and Excel calculations) will be given during the course term (about 2 times over the semester).
成績評価方法
Evaluation will be made based on a final report (50%), homework (40%) and participation in class discussions (10%).

履修上の注意
1. The course content includes discussions of mathematical models, and prior knowledge of advanced mathematics (calculus and linear algebra) and microeconomics (specifically, completion of the course "Economic Policy Analysis") is desirable, though not mandatory. 2. There could be some adjustments of course contents depending on the students' composition and interests.
