Population Aging and the Generational Economy
20世紀の人口問題は人口爆発が中心であったが、21世紀では人口高齢化がその位置を占めることになりそうである。本講義の前半では、人口高齢化の人口学的なメカニズムの基軸である出生率の低下と死亡率の改善がもたらされる要因及びその結果を、経済社会的な変動の視点から最近における20~30年間を対象に考察・検討していく。その分析対象地域は日本だけでなく、他の先進国や開発途上国にも目を向けることにする。それに続き、本講義の後半では、人口の少子化・高齢化による年齢構造転換が、マクロ経済に与える影響に加え、ミクロレベルで見た家計への影響を数量的に考察する。分析に用いる手法は、近年世界の46ヶ国で使われ始めているNational Transfer Accounts(NTA)である。日本の分析のみならず、他のNTA参加国の研究成果にも着目し、政策の視点から比較分析を行う。
Population explosion was the central demographic problem of the 20th century, but population aging is likely to take that spot in the 21st century. In the first half of this course, we shall examine causes and consequences of fertility declines and mortality improvements that have occurred in the past 20 to 30 years by focusing primarily on socio-economic changes. We shall cover not only Japan, but also other various countries, both developed and developing. In the second half of the course we shall quantitatively assess the macroeconomic impact of age structural changes induced by fertility and mortality transformations, and also examine their micro-level influence on family finances. The method employed will be the National Transfer Accounts (NTA), which have recently been introduced in 50 countries of the world. These analyses will be conducted from the standpoint of formulating and implementing policies and will not rely solely on the results for Japan, but for other countries participating in the global NTA project as well.
