国益と現代日本外交
National Interest and Modern Japanese Diplomacy
私たちの守るべき国益とは何か？そして、それをどうやって実現するか？
米国の覇権に陰りが見える中で、台頭する国家やテロリストが跋扈し始め、冷戦後のリベラルな国際秩序は力による現状変更や破綻国家が生み出す暴力や難民に傷ついている。グローバル化、情報化、技術革新は新たな価値や豊かさを生み出す一方で、リスクや脅威も増大させている。そして、気候変動や感染症などが猛威を振るい、国家や人間の生存を脅かす。今日、国家・国民の安全と繁栄という国益はこうした多様な挑戦を受けている。日本はこれにどう対処すべきなのか？そして、世界と深くつながる日本として世界の平和と繁栄、そして自由で開かれた秩序の維持に何ができるのだろうか？
本講義は、以上の問題意識に立って、国益を座標軸の中心に据え、日本の外交、そして世界の平和と繁栄の問題を考えていく。
What is National Interest which we have to defend? How can it be realized?
While the United States is shaky in its hegemony in the world, the rising powers and terrorists are becoming rampant. The liberal international order in the post-Cold War period is hurt by the alteration of the status quo due to violence and a refugee crisis caused by the failure of nation states('failed states'). Globalization and a technology revolution with an ever evolving social media produce new values and affluence, while, on the other hand, they multiply risks and threats in the world. Climate change and infectious diseases are raging and threaten the survival of nation states and humanity. Today, national interest, such as the security and prosperity of a nation and people, faces these various threats. How does Japan tackle them? What can Japan do to maintain the peace and prosperity of the world? What can Japan do to defend free and open international order? Japan is deeply connected to all these issues and therefore is inextricably involved in them.
With an awareness of the above mentioned issues, this course’s lectures provide a framework centered around Japan’s National Interest and how Japanese diplomacy can help maintain the peace and prosperity of the world.

授業計画
第一に、普遍的概念としての国益（国益の歴史的・学究的考察）、具体的な国益（日本の国益、米国や中国など主要国の国益）について、関連文献を読み、講義や質疑によって理解を深める。
第二に、国益を確定・実現する上で関係してくる様々の要素（例えば、パワーや価値）について基本的知識を整理した上で、具体的なイシュー（政治、安全保障、経済等の国際問題）を取り上げて、国益の観点から論じ、必要な政策や解決すべき課題について考える。最後に、日本外交について、国益の視点から、あるべき戦略と政策を論じる。
The first step is to clarify and understand the concept of national interest based upon a historical and academic study as well as to identify the concrete National Interests of some major countries such as Japan, the US and China. Participants will read relevant documents and listen to pertinent lectures.
The second step is to study various basic factors, such as power and values, that help to set and realize National Interest. After this, participants will study concrete issues such as political, security and economic matters and discuss them so they can then consider and argue necessary problems to be resolved.
Finally, we will discuss appropriate strategy and policy for the resolution of the identified problems.
授業の方法
国益は、激変する世界において益々重要性を増しており、民主主義国家の一員としてその議論や決定に参加する責任を有する皆さんが真剣に考えるべきテーマです。参加する学生には、「そうだろうか？」「なぜ？」という質問する力や「どうすれば？」という考える力を求めたい。従って、授業では、学生との間で、質問や討論も取り入れて、双方向での学びの場となるよう心掛けたいと思う。そのためにも、配布された短いペーパーを事前に読んで、その論点や問題意識を明確にした上で授業に出席することが求められる。
National Interest is a theme which each and every student must consider seriously because we live in a democratic country, and it is increasingly important in our dramatically changing world. Before the class starts, participants will read a short document and identify its main points in order to obtain an awareness of the problems that will be addressed in the class. Participating students will need to show their power to critically question: e.g., Why? and Is that so? and How can we do that? If this, then what? This questioning will enhance their powers of questioning critically and creatively. In this way, two-way interactive study platform of employing questions and debate will be created.

平常点（クラスへの貢献度）と学期末レポート（原則英語、しかし、日本語も認めるが、その場合でも、冒頭に英語の要旨を付けること。）
