Introduction to Cybersecurity Policy

Overview:
This course introduces students to the issues of security operations surrounding information system and internet communications in Japan and around the world, by focusing on security challenges arising from the globalization of internet, the sharing of networks, complex web of digital technology, and strategic communications. The course will enable students to understand how and why cybersecurity has drawn an increasing concern and driven the nation for development of strategies and policy at both national/international level. This course does not require significant skills or experience in information technology.


Course Objectives
The course objectives include but not limited to
● Understanding the policy issues that center on critical infrastructure protections, international relations, business continuity, and risk/crisis management to protect intellectual property, assets, reputation, and other organizational assets from any threat or attack related to cybersecurity.
● Understanding the role of technical standards to supplement legal and regulatory requirements;
● Analyzing critical incidents including data breaches or related events to design and implement organizational strategies to address such risks;
● Gaining a basic understanding for future technical and other research in security (whether it is public or public sector)
● Gaining a basic grounding for policy via the examination of current research issues and problems
● Gaining experience handling real-world security policy challenges through analysis of public documents and artifacts using written and oral communication.
● Developing the multidisciplinary skills needed to analyze, manage, and resolve the challenges associated with public policy, international relations, and governance.
● Students are encouraged to take experiment provided by Interfaculty Initiative in Information Studies/Graduate School of Interdisciplinary Information Studies

Week 1: Introduction Speaker/Instructor Prof. Hayashi <Central Question> What is cybersecurity? Why is cybersecurity getting so important to people across the nation and around the world today? Week 2: Establishing & Securing Cyberspace/Cyber sphere Speaker/Instructor Mr. Asaba <Central Question> How has the concept of cybersecurity evolved from computer network and communications, and become one of the most significant issues today? Week 3: Economic Incentives for Cybersecurity Speaker/Instructor Prof. Ohnishi <Central Question> What is the underlying economic incentive structure in cybersecurity? Why is it so important for organizations to make an investment in cyber security? Week 4: Governing Bodies of Cybersecurity Speaker/Instructor Ms. Kondoh(MIC)/Dr. Kan Heng <Central Question> What are key organizations that participate in global cybersecurity policies development? How is the consensus built? <Specific Questions> Who are the key players in making/administering cybersecurity policy? How does each governing body/sector function? Week 5: Data Breach and Vulnerability Assessment Speaker/Instructor Mr. Mitsunaga (JP-CERTI) <Central Question> How does data breach occur? What are the consequences of data breach? Week 6: Business Risk Management in Cybersecurity Speaker/Instructor Mr. Yokohama <Central Question> How should corporations optimize the level of cybersecurity within entire business risk management? What are key challenges for top management in optimizing cybersecurity risk, and how should they be address? In collaborating with external parties, what are bottlenecks and how should they be addressed? Week 7: Organizational Continuity and Cybersecurity Speaker/Instructor Preferably from JP-CERT <Central question> What are the most serious threats an organization will face in case of incidents related to cybersecurity? To what extent should an organization prepare for such emergency (in both expected and unexpected circumstances)? Week 8: Effective Personnel Training on Security Programs Speaker/Instructor from either NISC or LAC consultant <Central Question> What are the desirable cybersecurity human resource development programs for national level and organizational level? How often, and to what extent, should security training and awareness programs be required for all employees? Week 9: Critical Infrastructure Protection and Cybersecurity Strategy Speaker/Instructor Mr. Misumi (NISC) or any expert in NISC <Central Question> What is Critical infrastructure? What is special challenge to protect critical infrastructure? <Specific Questions> Why is it different from government system or general private system? To what extent is it applied for protection of local/national economic interest? What is important in developing national cybersecurity strategy? Week 10: International Comparison of Cybersecurity Policy Speaker/Instructor Expert in international relations and/or national defense <Central Question> How do other nations compare with Japan in terms of capacity building for national security policy and practice? What are the challenges? What is needed to enhance cybersecurity in terms of international cooperation? Week 11: Cyberattack and Related Issues I (West/North America) Speaker/Instructor Dr. Kiyosada <Central Question> What are the emerging issues in discussing the ethics of cybersecurity across the world today? What issue(s) concerns you most? <Specific Question> How can government guarantee any form of civil liberty (i.e., privacy, protection from unauthorized access or data leak) while seeking an overhaul of cybersecurity policy? Week 12: Cyberattack and Related Issues II (ASEAN) Speaker/Instructor Preferably from NISC <Central Question> What are the cyber security challenge in developing countries? What are the national security concerns? Week 13: Future of Cybersecurity and Course Summary Speaker/Instructor TBA <Central Question> What threats do ongoing cyberattacks at home and abroad bring in the near future? What will become the next threats in cybersecurity?
