Given the increasingly inter-connected and complex world we live in, most policy challenges can no longer be sufficiently addressed through a narrow, singular disciplinary lens. This course, primarily aimed at doctoral-level research students, adopts an inter-disciplinary perspective. The focus is not on description or narrative but rather to demonstrate to students how different disciplines identify research questions/shape hypotheses/and deploy appropriate research methods to answering those questions. It will also introduce students to the skills required in academic thesis writing at the doctoral level. A series of case study examples will be used to generate research questions and methods. For instance, how might economists and political scientists/IR address the issue of inequality, promoting economic growth, and global redistributive justice in developing countries? What theories and methods exist in each discipline? How differently do they frame research questions? What key skills are required for successful academic thesis writing?

This course aims to help students develop a solid understanding of the basics of financial markets and institutions and the analytical skills required in formulating and implementing financial regulations. The course will cover key theoretical concepts (e.g. financial intermediation, asset transformation, direct vs indirect finance, asymmetric information, moral hazard and principal-agent problem) with emphasis on their applications in the real-world situations. The course will consider global/international aspects of financial businesses/regulations and the context of developing/emerging economies with relatively underdeveloped financial systems as well. Please note that this course will not focus on central banking and monetary policy.

Risk society and governance of uncertainty

Who, in the risk society of the 21st century, decides what is and is not a risk ? This course considers the need to re-examine governance frameworks for dealing with contemporary uncertainties in different policy domains. Focusing on environmental crises and risks of scientific-technological provenance, it addresses the growing importance of emergent institutions (known as ‘boundary organisations’ or ‘science-policy interfaces’) for local, regional and global governance of uncertainty. Through short interactive lectures, case studies, scenario analysis and role-play simulations, students will engage in a critical examination of the idea of a 'World Risk Society' (Ulrich Beck). In so doing, they will explore both: 1) the implications of an understanding of risks as social constructs (or products of struggles within the context of specific relations of definitional power); 2) the possibility for new institutional arrangements interfacing science and policy to become a political force.

Earth System Governance and Climate Change Law

Scientific projections of catastrophic climate change and anxieties about other worldwide environmental problems have combined to generate intense debates over how humans should respond to such pressing issues. Focusing on environmental decision/rule making, and drawing on ‘Science, Technology and Society (STS)’ as a complementary field of study, this course examines how the institutional shaping of scientific knowledge influences the way law addresses climate change. Through short interactive lectures, classroom discussions, oral presentations, and possibly small-scale research projects as well, we will investigate the ‘who, what, why, and how’ of both climate change negotiation and climate change litigation as part of environmental governance. In so doing, we will explore: 1) the relevance for global environmental governance of networked stuctures within which states and non-states actors interact (with a focus on both institutional science-policy interfaces and the so-called ‘regime complexes’); 2) the legitimacy of such emergent environmental regulatory frameworks based on negotiated rule-making processes; 3) the growing importance of ‘green’ courts and tribunals for the promotion of climate justice; 4) the new understanding of courts as sites for public debates over science and of climate change litigation as both a mitigation and an adaptation tool.

The accelerating pace and global scope of educational change is virtually unprecedented in human history. New international large-scale assessments (ILAs) such as PISA, PIAAC, Pisa-for-Development, and the Global Higher Education Rankings grab most global headlines, but parallel changes are underway at the institutional level: university internationalization, Super Global High Schools, expansion of English-language graduate programs, and introduction of the International Baccalaureate (IB) curricula, to raise only a few prominent examples from Japan. What is driving this momentous change? Is there a convergence in education policy and practice globally? Are we witnessing a consensual progress, coercive processes, or something else altogether? What are the likely effects of all this change? How might we begin to analyze all of this? This course aims to provide a basic sketch – what we will call a ‘roadmap’ – to different theories that have attempted to answer these questions. It provides a general overview of 5-6 dominant theoretical schools: Functionalism, Micro-Realism, Historical Institutionalism, Macro-Realism (Marxism), World Culture (Neo-Institutionalism), post/de-colonialism, and perhaps post-structuralism, if time permits. Students who take the course will learn the historical backdrop of these theoretical schools, become familiar with representative works, and see how such theories are mobilized to explain empirical realities. This course is perhaps particularly important in the Japanese context. Comparative Education in Japan has been largely dominated by two competing schools: those who work deeply with context and those who work on issues related to development (kaihatsu). Meanwhile, much of the Sociology of Education in Japan largely adheres to functionalism and historical institutionalism, and quite often begins with methodological nationalism (i.e., attempts to locate the drivers of educational change within a given national context). It is imperative that a new generation of Japanese scholars become familiar with and adept at engaging with theory: it is a crucial component of making Japanese educational research more visible and ‘intelligible’ on the global stage, as well as mount a response to theoretical schools that (mis)interpret empirical realities outside Western countries. More than anything, this course seeks to provide a space for students to understand the basics of theory and how it is an important entry-point for entering in on-going global debates. As such, no prior knowledge of theory is necessary, only a curiosity and openness to thinking in macro-sociological terms.
